stolen 2025 Ride1Up Portola

I was at an appointment and parked my bike on the corner. I went out, and it was gone. It was locked with a chain and padlock but I think the thief was able to shimmy it around the handlebars or something the way that it was locked, unfortunately. I went back inside to ask about cameras. Then, a witness came up to the door and said he saw someone steal it a couple minutes before I walked out and gave a description and direction he rode off to. Unfortunately do not have access to the serial number at this time, but recently replaced the back tire so it is different than the stock photo. BACK TIRE IS ALL BLACK, FRONT TIRE IS ORIGINAL BROWN. Had grey and black Ride1Up double panniers on the back rack and a phone, though these are ultimately removable. Panniers had a blue rain jacket, yellow reflective harness, and a white helmet, though these were probably dumped. Other unique characteristics: The rear rack is pretty scratched up particularly on the left side from when I used to use a pannier with metal hooks. It also had a chip of paint missing from the part the right side where you put the key in to get the battery out.
