"The bike was locked to the bike rack between the Paul G Allen Center (UW campus) and the ECE building. The chain was locked and the two locking mechanisms (wheel lock and anti-theft alarm) were on too. I left the bike around 8 in the morning and came back to get it around 4 pm, at which point it was gone. I have the broken chain with me. I also found a phone on the ground where the bike. I took it with me, in case it helps track the thief. I have it in my possession."
