UPDATE: spotted near Delancey’s Restaurant at Embarcadero around 2:30 pm on 5/21. Suspect approximately 5’5, tan skin and short dark hair. Text tattoo on his face. Both U locks and a 25 lb chain were cut and left at the scene. A seat lock may or may not still be on the bike.
