The bike has a cable lock that is wrapped around the bottom of the fence and goes around the front and back wheel. An U-lock ties the cable lock with the back wheel and frame. The balcony is on the ground floor and the height is up to the shoulders of an adult man. To steal the bike the thief would have to climb over the fence. It was stolen some time from last night to this early afternoon.
