Per video, bearded white male in twenties entered 6th floor parking garage elevator. He got out on 4th floor and went directly to bike rack at last skybridge. Leaned over bike, removed backpack containing his tools and went to work as people passed by. Put cable and lock in backpack and rode off into parking lot
