Description of incident
Bike was lock through both front and back wheels on Bike rack at 7:30 am April 25 2019 near Miami Dade College with no seat. It has a tagged on it that says Higher Ground Bike shop Tallahassee. It also has scratches near crank, a broken right shift. Kendra Wheels 26". Bike might have been lifted up and carried off.
