12:15 in afternoon in very busy area. Bike was locked to bike rack with 2 cables. Witnessed by person who identified thief as woman, 5'4" slender/athletic build, white skin, wearing sleeveless pink top and shorts. Had distinctive gun tattoo that wrapped around her entire right leg. Cable cutters were in a small camelback backpack
