Culprit arrived at the parking garage riding his own bike at about 6 AM on Wednesday, November 7th, saw the bike and left. Culprit later returned on foot, cut the lock, and stole the bike from a parking garage at 6:18 AM. Culprit was a white male, about 6 feet tall, and rode the bike from the scene.
