Description of incident
It was chained up right outside of the St. Charles Tavern. I'm a bartender there. At around 4:30 pm-ish, a guy just walked up and cut through the cable, got on, and rode off. We all saw it through the picture window as it was happening. By the time I ran outside to try to stop him, he was already halfway down the block.
