Description of incident
The e-bike was locked on the sidewalk, just above the address paint, on the west-most public bike U-bend outside the parking lot of the strip mall featuring Next-Gen Games, facing Pico. At around 9:00pm, a parking enforcement member noticed the theft in-progress and reported it to Next-Gen, but the announcement couldn't be heard over the noise in the store.
