Locked to the bike rack of my car at Forsberg Park near Alameda and Indiana. Best estimation for thief description is 5’10” to 6’ younger male with black hair (hispanic i believe) wearing a teal shirt. Very large bolt cutters were used on both the cable lock and 1up super duty rack bar to remove the chain lock. I got 10 feet from him when I ran to stop him, and he took off. Went south on Indiana, then west through the neighborhood.
