Biketown bike appears to be the transport for the thief (Biketown bike 338-751) left at scene blocking stairwell. Bike was in earshot of my open window but was stolen within about an hour when I went to a meeting (it was locked, but I should have apparently put two locks on it or tried to drag it into my building).
