Bike was locked up to entrance railing, right outside the door to Target. It was in plain view of the security guard and the CCTV camera. Security guard was helpful only insofar as describing the theft and which way the suspect went. Otherwise, he did not do a thing, except to mention to me that the man looked possibly homeless.
