stolen 2011 Raleigh Misceo 2.0

My bike was locked to the handrail outside my apartment. The thief jumped the fence of my apartment complex and used bolt shears to shear my lock off of my bike, and then got on it and rode away. He took the lock remains with him, leaving no physical evidence. The worst part about this is that he did it right in front of a security camera, and I was able to go back in the system and re-watch him steal my bicycle right out from under the noses of our security guards... In addition to the fact that I walked out the door right next to where my bike was locked 5 minutes after he rode away. We, unfortunately, were not able to see a face and could barely make out his clothing. It should be noted that my bike's frame is bright blue in color; the picture provided with this listing is a factory picture from the Raleigh website (in white, not blue). My bike had a bright blue frame with all trademarks on it, and was kept in pristine condition. There were a few black scuffs on the right side of the top horizontal post of the frame from leaning it up against the handrail I locked it to (the handrail, of course, was painted black).
