a man was seen riding it around on oct 2 at 10 am a block from where I live, called the police he is an older. hispanic man with a white beard and white hair. Unknown if he is homeless but wears glasses.Black man may have video evidence, apartment has cameras. The bike is Schwinn Women's Gateway 700c/28" Hybrid Bike - Cream, very new.
