Description of incident: Front quick release tire was removed and locked up beside the bike's frame at a bike rack infront of Canadian Tire South Common Edmonton. CCTV footage showed a black man with a neon jacket (appears to be a winter coat) cut the cable lock and stole the bike at 11:10 AM.
