Description of incident
Bike was locked to parking signpost with cable lock. Locals suspect someone in the area is using bolt cutters. It had a black rack on the back, no light in the front, bell on front left side. New chain housing, recently replaced brakes. Schwinn name painted in yellow on frame. New Bell seat.
