On camera, short guy in light hooded sweatshirt walked to the front of the truck to dig thru his back back for a lock cutter. Then cut walked to the back, quickly cut the lock and rode off within 30 seconds. Lights in the background looks as tho car picked him up off camera. Bike has neon green pedals, easy to spot.
