Bike was on bike rack. The velcro holding the wheels to the rack were cut. Next door neighbour noticed the bike around 9 PM when he left to walk his dog and it was gone by the time he came back around 9:30 - he noted this because he assumed that the bike was put away in the garage for the evening.
