Bike was parked at a non public view bike rack at UCSF 400 Parnassus Ave in San Francisco, CA. Bike was locked using a cable and u-lock. Cable was cut. Bike has a handle bar attached to the seat post and storage compartment attached to the middle of the bike frame.
