Bike was locked to stop sign behind Dee's Coffee at Penn and Perdido Street. Black male in white t-shirt with blue shirt hanging open over it and dark red/brown pants, pulled large cable cutters out of a red bag and cut through cable lock. Rode away on bike. Bike is Green 1 by Manhattan, tan leather seat and handles, black cupholder on handlebars.
