It is a light blue bike with off white tape on the curled handlebars. There is a black water bottle holder. It had a U-shaped Kryptonite green and black bike lock that was still on it as they actually cut the bars of the rack, not the lock.

The fence that it was locked to was cut open ( with some sort of advanced saw or tool) and the bike was taken off. The lock was not broken and must've been still attached/ stolen with it.
