Bike locked with cable lock (not through wheels as suggested on this website) at 8:30 am. Person identified on video as likely suspect. Two employees of HHS encountered suspect. One saw suspect tampering with bike wheel, the other heard him comment about how nice the bike was and say,"what's the combination?" Discovered bike missing at approximately 6pm when leaving building, immediately reported to police.
