Distinguishing features
It is an electric folding bike with a tail light attached under the seat post and if not removed already it would also have a folded brown .simple truth hand basket with two green bungee cords crossed on the rear rack, but most importantly the battery can only be accessed with a key located under the folding mechanism of the bike and without it it will not turn on and will require heavy pedaling

Description of incident
The Ross store survalaence camera and a witness spotted a homeless old white male dressed in a black Hoodie with light blue jeans walked up to the light post located left of the ross store where the bike was tied up, used a pair of bolt cutters to cut the cable and fled north of Ocean gate Ave. A police report was made afterwards
