Description of incident

The bicycle was locked to the bike rack in front of Panera, I was inside having breakfast with two friends. My partner and other friends were arriving, walking up from Guadalupe River Trail. One block away, my partner saw my bicycle being ridden by a stranger, turned down Santa Teresa St; he called me on the cell phone and watched where the thief was going. I verified my bike was missing from the rack, we drove to get my partner, then followed the track down Santa Teresa where the guy had gone on the bicycle. We turned through the streets to 2nd Street and saw the bicycle with a cluster of men sitting in the middle of St James Park, between 2nd and 3rd Street. My friend stopped our vehicle, my partner and I jumped out and ran to try to catch the thief and retrieve the bicycle. He saw us coming and jumped onto the bike, speeding away on St James Street towards 4th Street. He looked to be a middle aged man in his late thirties to forties, average build, dark hair, in white shirt, blue bandana on his head, and jeans. One of the men at the table said his street name was "Scarface" and said he was a known thief. I called 911 and requested an immediate dispatch to try to track him and the bicycle. A!er 30-40 minutes, I called 911 again, was transferred to the police line and spoke to an oicer, badge 829. The 911 call "event record" that he gave me is 200600262. He said that the dispatch of oicers was still pending and would be for some time yet. A!er a discussion, we concluded that the dispatch with so much time elapsed wouldn't do much good; badge 829 recommended I file a police report at Police HQ. (I went there to file a report and was told to file it online.) A!erwards, we went back to Panera. The bicycle lock was on the ground where the bike had been. It is a band-style lock, cut clean through, likely with heavy-duty metal shears. I have the destroyed lock in my possession.
