Distinguishing features

A green cruiser style bike with 8 speed internal rear gears, mountain bike handlebars, and faded orange nylon rear saddlebags. Not sure if the number on the post is the serial number, but I can't find any other numbers. There is a police sticker (bike index QR code) on the lower seat post, facing back.
