Distinguishing features

Blue and White, with blue grip tape, but missing one cap, and part of the right handle bar tape shows wear and shows through to the metal. There's a mount on the handle bars for an on board computer, and holder on main cross tube for bike lock.

U-Lock around back tire and frame, with a cable connecting it to a post. Cable was cut, left at scene, lock left with bike.
