Distinguishing features

Photos taken at purchase, now has metal fenders, cruiser handlebars, and rear rack with basket. Unsure if it's 1980 or '81. I think it's a 21" frame. Back tire replaced with Gatorskin earlier this week and it hits the fender, so makes a noise every time the wheel rotates. Was about to fix! Has mounts for front and rear Planet Bike Blinky light set. Rear mount is on basket.
