Witness reported a man wearing black and red striped shirt and grey/black/white cargo shorts in his 30's, with blue backpack, cut the cable with bolt cutters and road off on bike. Bike is a single speed with disk brakes, black fenders and rack, and yellow bar tape. WTB rocket v saddle and Shimano PD-M324 pedals.
