Description of incident

I double locked my ebike (engaged the rear wheel lock, and chained it to a looped bike rack) in front of the Ace Hardware at 4024 MacArthur Blvd. Oakland, CA, around 4:40pm, Friday, March 24, 2023. Upon exiting the store at 4:47pm I discovered my eBike missing from where I locked it. A security guard nearby, asked me if that was my bike, and said the guy who took it was behind the Citibank building across the street. I ran across the street towards Citibank, and saw a white pickup truck (with my bike in the bed) driving out of the Citibank parking lot, entering and turning left on MacArthur. The truck then turned left on 38th Avenue, and headed west, and was gone. A bystander took a photo of the truck, and sent it to me. The license plates were covered over with cardboard. I went back across the street to Ace Hardware, and the manager told me he had video of the incident. I viewed it, and took photos of a video of the crime. The guy who stole it was heavy set, about 5'-8 to 5'-9" tall, with an orange hoody, a white surgical mask, and maybe blue jeans. He cut my chain with a portable Grinder, and carried the bike across the street and out of the video frame.
