It's registered as Mint Green - some people see it as Pale Blue. There's a design with the Model # 4500 on the top bracket. As is, the back brake is missing (I had to take it off for a wobbly back wheel and never put it back.) The suspension is frozen from years of outside storage. It might be an 18" bike - I don't remember the exact size it's either 16" or 18"
