Bike has a large, cracked foam seat, a rack, peeling rubber handlebars (missing end caps), brand new pedals, and most uniquely mudflaps with a half a waterbottle each attached at the bottom for more protection.

Description of incident
The bike was tucked away in a shed in the backyard behind the garage; unfortunately there were no locks in the way, but the shed itself is barely visible from the street and one has to pass many house windows to reach it. Recent thefts in the area suggest it could still be in the neighborhood, at least initially; a neighbor's car was stolen around the same time and was found ten blocks away. I've already combed that area for anything obvious.
