stolen Specialized

I locked up my bike to a rack near Goodwill in the parking lot. I used a thick cable bike lock to secure the frame and front wheel to the bike rack. I spent about 20 minutes inside Goodwill, and when I came out, my bike was gone. The lock had been cut through, I assume with bolt cutters, and was lying on the ground. After an hour or so of searching, my friend and I spoke to a homeless person nearby, who said he'd spotted another guy riding the bike around the area. My friend and I continued to search the area, as well as the Hill and bike path, but found no sign of my bike.
