u-lock was cut at the Emeryville Target at around 8:30pm; entire bike, except for the helmet was stolen; front wheel and seat post are pit locked; an employee from target chased after the guy who had a extra large bolt cutter and was also on a bike, but he got away. he was caught on surveillance.
