stolen 2018 Specialized Sirrus

We kept 3 bikes locked together in the open parking spots underneath our apartment building, all locked to an overhead pipe. Sometime between 7:30pm on 9/16 (the last time the bike was seen in the spot) and 7:00am on 9/17 (when the bike was found gone) both the cables securing the bikes together and securing the bikes to the building pipe were cut. Only the one bike was taken(the most valuable one). This morning (9/17) when I returned home from the gym around 10am I noticed a suspicious car (red ford mustang, model year 2010-12) was parked illegally close to our building with one male in the drivers seat.The driver quickly turned his head down and away when he noticed my car, which was parked in the same spot the bike was stolen from during the time of the theft. the driver sat in the car for another 10 minutes before exiting the vehicle do to something in his trunk and then left the area after circling in the nearby UCSF parking lot. I was unable to remember the cars license plate number or get a good description of the driver.
